The HR module must be enabled first. Performance assigns goals and reviews to employees, and the goal types and employee data it uses come from the HR module's records.
You create cycles with their own frequency and description, defining review periods that match your organisation's schedule, and each cycle carries a status you can track. Individual employee reviews are then linked to the cycle they belong to, along with the reviewer assigned to conduct them.
